BRASILIA—Dilma Rousseff on Saturday was sworn in as Brazil's first female president, and promised to build upon the legacy of her predecessor, Luiz Inácio Lula da Silva.
A torrential downpour descended on the capital as Ms. Rousseff drove down the broad Esplanade of the Ministries to the modern National Congress, while thousands of people cheered and waved through the rain.
In her speech to Congress, Ms. Rousseff paid tribute to the progress made during President da Silva's eight-year term, particularly in lifting millions out of poverty, but said there is still plenty of work to be done.
